CDS is coming soon

There are big changes being implemented in by HM Revenue and customs that will impact the way freight is customs cleared. The current system CHIEF (Customs Handling of Import and Export Freight) is over 30 years old and is being replaced by CDS (Customs Declaration service). CHIEF is being phased out and will be completely withdrawn on the 31st March 2023. CDS will serve as the UK’s single customs clearance platform. HMRC are phasing in CDS in two stages.

Stage 1 – 30 September 2022: All import declarations to completed using CDS & the ability to make import declarations on CHIEF will end.

Stage 2 – 31 March 2023: All export declarations to be completed using CDS & the ability to make export declarations on CHIEF will end.

Important - As an importer you will need to register for CDS and nominate Maltacourt Global Logistics as your clearing agent

Before you start your registration, you will need or need to create the following information to complete the registration:

1. Government Gateway ID and password.

2. EORI number.

3. UTR (Unique Taxpayer Reference).

4. Address of your business held on customs records.

5. National Insurance (NI) if you’re an individual or sole trader.

6. Date of incorporation.

Why Act now?

This does NOT only affect Customs Declarants/Inputting agents. CDS will have impact amongst others ALL Duty Deferment Account (DDA) holders and anybody using the current Flexible Accounting System (FAS) will need to utilise the new CDS Dashboard to manage payments to Customs beyond the 1st October 2022.

Anybody holding a Duty Deferment Account will need to set up a new Direct Debit Mandate to enable the use of their deferment account on CDS.

Importers will need to authorise/register the agents they wish to permit to use their Deferment account via the CDS Platform. An entry will not be accepted by CDS if the declarant does not hold a standing authority to use the importers deferment linked to their CDS platform and we believe standing authorities held in CHIEF will not be transferred over to CDS.

Importers will need to use the new CDS Dashboard to download Deferment/PVA statements and VAT certificates.
